Summary: The University of Kentucky seeks funds for the continuation of a State Contact for the Southern Region IPM Center to improve and maintain a communication network between the producers/stakeholders in Kentucky, Extension Specialists and the Southern Region IPM Center. The role and efforts of the State Contact will be as follows:
The contact will serve as the primary contact for regulatory questions related to pest management and pesticides. The contact will be responsible for establishing/maintaining electronic mailing lists to quickly disseminate requests for information from the Pest Management Center.
The contact will ask University Specialists to provide information for the documentation of activities related to pesticide and pest management inquires from other entities such as USDA and EPA.
The contact will continue to work to increase involvement of a stakeholder network and the IPM Advisory Committee and provide documentation and evidence of their involvement in projects and activities. Evidence of stakeholder involvement, including minutes of the Annual IPM Advisory/Planning Meeting, are available on-line at http://www.uky.edu/Ag/IPMPrinceton/kysripm/reports.htm.
The contact will continue to coordinate the collection and updating of information to establish stakeholder-identified IPM priorities, identify current and emerging pest problems or concerns, identify needed PMSPs and identify needed Crop Profiles.
The contact will continue to make Extension Specialists aware of the need and use of Crop Profiles and Pest Management Strategic Plans (PMSPs) and provide the guidelines for preparing a Crop Profile and PMSPs. For those wishing to prepare a Crop Profile or PMSP, the contact will provide assistance with the development of the profile.
A list containing the names of IPM-related experts for research and Extension for the state of Kentucky will be up-dated as requested by the SRIPM Center.
The contact will maintain the project web site, the Kentucky Component of the Southern Region IPM Center, as part of the Kentucky IPM web site.
To present project results and to remain up-to-date on regional program efforts, the contact will attend the annual state contact meeting arranged by Southern Region IPM Center.

Funds are also requested for the development of IPM Documents.
A survey of stakeholders indicated the need for new crop profiles for Canola and Nursery Crops . The existing crop profiles identified in greatest need of updating were Wheat and Apples . A multi-state effort for the development of a crop profile and pest management strategic plan for Nursery Crops is being coordinated in Kentucky by Amy Fulcher, University of Kentucky Extension Associate for Nursery Crops.

Previous attempts in the late 1980s to grow canola in Kentucky failed due to production problems that made farmers hesitant to attempt to produce the crop. The sometimes harsh Kentucky winters killed the available varieties of canola. However, the development of new varieties, an increase in demand and a higher oilseed loan rate as compared to wheat have all led to an increased interest in growing canola. Additionally, out-of-state companies have attempted to recruit Kentucky producers to grow canola.

While the development of new varieties has solved some problems in canola production, Extension Specialists and Consultants agree that the limiting factors in producing canola in Kentucky are the lack of knowledge of potential pests plus the absence of the necessary tools to control pest problems. Presently canola is a minor crop but offers the potential to be an alternative yet profitable fall-planted crop other than wheat to use in a rotation. The development of a crop profile, followed by a pest management strategic plan, will provide growers and University experts the necessary information should an IR-4 request be needed for canola production.

Kentucky now ranks 17th in U.S. wheat production with the 2006 winter wheat crop valued at $78.4 million. The original crop profile for wheat in Kentucky was produced in 2002. Since that time major changes have occurred in resistance issues and available fungicides. The introduction of new products and resistance concerns has also facilitated the need for updating of the apple crop profile.


Objectives: State Contact
1. Continue to expand, develop and maintain systems that allow for the quick dissemination of questions / concerns received from the SRIPMC to persons in Kentucky with expertise and/or interest in the area of concern.

2. The contact will provide to the Southern Region IPM Center information for the documentation of activities related to pesticide and pest management inquiries from other entities such as USDA and EPA.

3. The contact will continue to work to increase the involvement of the stakeholder network and the IPM Advisory Committee.

4. The contact will make available to Kentucky clientele information describing the importance, use, and support available for developing Crop Profiles, Pest Management Strategic Plans and Stakeholder-identified IPM Priorities within the state. The contact will serve as the coordination point for the projects and intermediary between groups developing these documents and SRIPMC.

5. The contact will make KY clientele aware of the number, type and date status of existing Crop Profiles and Pest Management Strategic Plans. The State Contact will up-date and maintain a prioritized list for updating and developing the documents.

6. A list of IPM-related experts in Kentucky from Extension and Research will be updated.

7. Publications to be created and/or maintained include the web site for the Kentucky branch of the SRIPMC -(http://www.uky.edu/Ag/IPMPrinceton/kysripm/kysripmindex.htm) as a part of the Kentucky IPM site, news articles, information in the newsletter Kentucky Pest News, and IPM Reports highlighting IPM programs and results of working groups.

8. The contact will assist as needed the multi-state IPM Nursery Crops Working Group coordinate by Kentucky with their efforts to develop a crop profile and pest management strategic plan.

9. The contact will attend and present project results at the annual meeting of the Southern Region IPM Center.

IPM Documents
1. To develop a crop profile for canola following the standards of the Southern Region IPM Center.

2. To hold a planning meeting for the development of a pest management strategic plan for canola to be completed in 2010.

3. Up-date the existing crop profile for wheat.

4. Work with Extension Entomologist to conduct a survey of apple growers to identify pest and production problems plus obtain information on pesticide use that will be used to update the Kentucky Apple Crop Profile in 2010.


Final Report:

Impacts
1.The web site for the State Network Project for Kentucky provided Extension employees with a documented list of established need priorities that can be used as a guide in the identification and development of educational and/or research activities and funding requests.

2. Funds have allowed for Kentucky to provided support for multiple listservs that support not only Kentucky programs and projects but regional and national programs. Multi-state and Regional Listservs supported include: IPM PiPE Legume, Mid South Association of Wheat Scientists (MAWS), Plant Health and IPM PIPE Steering Committee.

3. Having a State Contact in Kentucky has led to an increase in knowledge of how crop profiles and pest management strategic plans are developed and their benefits, and how to request funding through the SR-IPM center to produce the documents. This is demonstrated by the July 30-31, 2009 meeting which was coordinated by a member of the University Of Kentucky Department of Horticulture and involved 5 states to produce a regional crop profile and pest management strategic plan for nursery crops. The goal of the multi-state group is to establish a solid foundation for future requests for funding.

4. Presence of a state contact has helped make specialist and researchers more aware of how a crop profile and pest management strategic plan can help meet the needs for special requests such as IR-4 or a Section 18, an example of this is the development of the crop profile for Canola which can be used to help establish the needed for specific pesticides.

5. Survey data collected by state contact as part of an EPA funded project will allow for the apple crop profile to be updated in the future.


Outcomes
July 2009 multi state crop profile meeting coordinated by Dr. Amy Fulcher led to the establishment of SNIPM, Southern Nursery IPM Working Group.


Funding allowed for the development of a current crop profile for Canola which included significant input from stakeholders and crop consultants. This meeting was also for the collection of information for a PMSP for canola.

Outputs
Annual IPM Planning held on March 4, 2009 included stakeholders, Extension personnel, crop consultants and agriculture business leaders. This meeting provided input for the updating of IPM priorities.

County Extension agents were surveyed as to the acreage on canola grown in Kentucky counties.

On March 5, 2009, Extension personnel met with crop consultants, producers and other stakeholders to gather needed information to complete the updating of the crop profile for canola and held a planning meeting to gather information for the development of a pest management strategic plan for canola in Kentucky. A Crop Profile for Canola in Kentucky was provided to the Southern Region IPM Center.

State Contact provided minutes of the multi-state IPM Nursery Crops Working Group which were used to assist in the development of the Crop Profile and PMSP for Nursery Crops.

State Contact maintained the State Network Project for Kentucky website.
Information requests by the SRIPM center personnel were forwarded to the appropriate Extension Specialist and/or researchers for comments.
