Project Title: Oklahoma Pest Management Communication Network

Summary: The Oklahoma Pest Management Communication Network is the primary contact for pest management related issues in the state of Oklahoma. This Network will facilitate pest management and pesticide related activities, including regulations, education, information acquisition and dissemination, and rapid response to emerging issues. The Pesticide Safety Education Program office allows for a central contact point for Oklahomans and others with pesticide and pest management questions. The Oklahoma Communication network works diligently to collect the information requested by the Southern Region IPM Center through Extension and Research Specialists, growers, and commodity groups. The Oklahoma Communication network also prioritizes, coordinates, and produces IPM documents such as crop profiles and pest management strategic plans. This central contact allows for more efficient and rapid response to pest management needs and coordination. Objectives: 1. OPMCN will assign a staff member to coordinate all SR IPM Center information and to serve as the state liaison for contact with the Center, and for regulatory questions related to pest management and pesticides. This person will solicit and coordinate responses from OSU extension and research specialists as well grower and industry input. This will be done by email, phone, or in person when needed. 2. OPMCN will coordinate with state research and Extension specialists, state commodity organizations and groups, state lead agency representations, and state pesticide applicator associations to identify and prioritize pest management needs. These will be done by attending meetings with groups, email, and phone/conference calls. 3. OPMCN will prioritize and coordinate the development of crop profiles and PMSPs for Oklahoma with input from stakeholder groups. 4. OPMCN will continue to contribute to and expand upon the existing pest management information venues, in newsletters, educational programs, manuals, fact sheets, and Web sites. 5. OPMCN will continue to participate in the SRIPM Center by attending meetings and providing updates on state progress. 6. OPMCN will provide the Southern Region IPM center a list of specialists with IPM expertise for Extension and Research. OPMCN will notify the IPM center of each specialist focus area of expertise and contact information. This list will be updated annually.

Final Report:

Serve as primary contact for federal regulatory inquiries (State Contact only, required) Oklahoma State Contact (SC) responded directly to five inquiries from Federal Regulatory agencies during the reporting period and has responded to forty one overall requests from the center. Ten responses were submitted to agencies by the SC using comments by state specialists or information from growers. Other information not directly responded to usually contained crops not grown in Oklahoma or the products not significantly used in the state for the Oklahoma SC to respond. Any responses received from specialists were useful and were directly submitted to the IPM Center. No response from the Oklahoma SC usually was a result of no information being provided to SC to submit. Specialists comments when submitted were usually brief reflecting either the lack of time to respond in length or lacking hard data to directly address the questions asked. Challenges to submitting requests are that the Oklahoma SC usually must rely on information provided by university specialists or outside growers or industry to respond with accurate and quality information. This is provided only when those individuals have extra time to respond or request contains a very important product that elicits strong responses. The Oklahoma SC tries to maintain close contact with specialists and grower and industry groups to help elicit these responses. Some requests seem to ask for lots of information with short response times which can overwhelm and dampen responses. Also an automated reminder sent from the IPM center about a week before the deadline would help in keeping track of what responses need answered especially when large numbers are submitted at once.

An effort is made to log and categorize the subject of each call. Fifty specific calls dealing with specific pesticide information were logged over the reporting period. Subjects ranged from insecticide resistance to Agent orange. More detailed call information can be provided on request if needed by the IPM center. The Oklahoma SC also maintains a close working relationship with the Oklahoma Department of Agriculture, Food and Forestry (ODAFF). The SC provides information to ODAFF over regulatory changes to pesticides through regular contact with ODAFF pesticide personnel. Information provided over pesticides was also provided at industry/grower meetings. Such meetings and subject are listed below. Establish and maintain a stakeholder network (State Contact only, required) The Oklahoma State Contact maintains a close working relationship with the Extension Pesticide Coordinator, IR-4 state liaison in maintaining direct communication over pesticides and pest management needs. The Oklahoma SC keeps direct contact with the IPM Coordinator in coordinating pesticide and pest management needs especially the voluntary School IPM program. Monthly meetings and weekly phone calls with ODAFF provides a good line of communication between the SC and ODAFF. The Oklahoma SC meets or attends major stakeholder meetings throughout the state. The SC attended or met with the Oklahoma Agriculture Aviation Association ( OAAA), Oklahoma Agribusiness Association(OARA), Oklahoma Crop Consultants (CCA), Oklahoma Pest Control Association(OPCA), Oklahoma Vegetation Management Association (OKVMA), Oklahoma Greenhouse Growers Association (OGGA), Oklahoma Nursery and Landscape Association (ONLA), Oklahoma Turf-grass Foundation (OTRF), Oklahoma Grain & Feed Association(OGFA), Oklahoma Farm Bureau, Oklahoma Peanut Commission, Oklahoma Wheat Commission, Oklahoma Cattlemens Association, and ODAFF. These meetings along with direct contact with these groups allow for quick relay of information to and from these groups to the Oklahoma State Contact.

Coordination and oversight of IPM Documents in the state (State Contact only, required) The Oklahoma State Contact put into production for the reporting period two crop profiles spinach and canola. The SC puts the crop profile information together and then provides a rough document to university personal for additions and changes to information in the crop profiles. Edits by specialists are tracked and compiled by the Oklahoma SC. Final completions are then submitted to the IPM Center after all have been received and compiled. Annual Meeting (State Contact only, required) Charles Luper of the Oklahoma State Contact attended this meeting in Orlando Florida on February 1 2007. Three days of travel were required for Charles to attend the meeting in Florida.

Additional Activites (State Contact only, optional) Additional activities taken by the Oklahoma State Contact are providing a monthly newsletter with pest management and pesticide information on a monthly basis. The Pesticide Report which is authored by Dr. Jim Criswell is published and supplied in print, email, and downloadable pdf format on the PSEP webpage http://www.pested.okstate.edu. Summary information of Pesticide Federal Register notices (tolerances, re-registrations, and cancellations) by EPA is also provided on the PSEP webpage with links back to the Federal Register. The Oklahoma State Contact has been very actively involved in providing technical knowledge to the voluntary Oklahoma School IPM project. This involves giving regulatory pesticide information to the participating schools and pest management information and tools for participating schools.

Discussion (State Contact and IPM Documents, optional) The Oklahoma State Contact strives to meet all that is required of it by the Southern IPM Center. Constraints are that all individuals involved have other job duties other than those required by the State Contact. Communication on a regular basis by the IPM Center would help in keeping information flowing back and forth between the states and center. Automated reminders of requests would help in those requests not getting lost in the email shuffle. Putting the subject title in the information requests would make sorting and keeping track of information requests much easier especially when multiple requests are requested at the same time. Oklahoma submitted a peanut crop profile in late 2006 and resubmitted in early 2007. The peanut crop profile has yet to be posted to the IPM center web site even though two inquiries have been made and the file resubmitted to the IPM Center. Oklahoma State Contact has not been asked to edit or change the document so the delay in posting on the website is unknown by the Oklahoma State Contact.
