Summary:
Planning is critical for effective, economical invasive plant management based on an Integrated Pest Management (IPM) approach. The California Invasive Plant Council (Cal-IPC) and the US Fish & Wildlife Service recently produced a “Guide to Developing an Invasive Plant Management Plan” in collaboration with a Technical Advisory team that to support organizations trying to strengthen their land stewardship and develop IPM programs. The guide will be published by the US FWS in early 2019. The proposed outreach project will develop and deliver a hands-on training based on the guide. The training will occur at the 2019 Cal-IPC Symposium, Oct. 15-18 in Riverside, CA, with the expectation of reaching 40 land managers from diverse organizations. Participants will receive all supporting training material and will be surveyed prior to and after the training to measure their gain in knowledge and understanding of the key elements to invasive plant management planning. We will encourage participants to share materials with local colleagues in their county Weed Management Areas. Experienced representatives from US FWS Regions 8, 6 and 1 will participate in training development and execution and will be encouraged to conduct additional trainings training in their western US FWS Regions. Participants and associated US FWS colleagues will be surveyed prior to and after the training in order to assess the level of knowledge gained and information transfer to other land managers as well as the baseline state of plan adoption.
Objectives: 1. Educate land managers on developing robust invasive plant management plans for their organization. a. Develop curriculum based on “Guide to Developing an Invasive Plant Management Plan” and complete training materials (100% likelihood of achieving by October 15, 2019). b. Include at least two qualified out-of-state experts in the field to participate in developing and conducting the training from the Guide to ensure breadth in perspective and expertise (95% likelihood of achieving by September 1, 2019) c. Conduct “How to Develop an Invasive Plant Management Plan” training (100% likelihood of achieving by October 31, 2019). 2. Provide online resources to support natural resource managers developing invasive plant management plans for their organization. a. Post training materials on the Cal-IPC website along with training resources (100% likelihood of achieving by December 31, 2019). b. Solicit additional examples of invasive plant management plans for sharing online (100% likelihood of achieving by February 28, 2020). 3. Assess usefulness and improve curriculum. a. Survey participants before and after training on their valuation and adoption of invasive plant management plan elements (100% likelihood of achieving by February 28, 2020). b. Survey participants post-training to acquire feedback on training and to better understand which elements of plan development are most troublesome (100% likelihood of achieving by February 28, 2020). 4. Outreach. a. Provide training materials to two out-of-state USFWS participants who will take materials back to their region as a resource for providing future trainings (95% likelihood of achieving by February 28, 2020) b. Publicize Guide and training tools via Cal-IPC’s Dispatch newsletter, social media and CalWeedTalk listserv, and through other opportunities like the semi-annual call of the California Interagency Noxious & Invasive Plant Committee (100% likelihood of achieving by February 28, 2020). c. Provide travel stipends of $500 to five individuals from the land management community from under-represented communities to foster inclusion, communication and learning across cultural, racial and economic groups (70% likelihood of achieving by October 15, 2019). |
